Subj: TRUSTEE REPORT, SPRING BOT MEETING
1.
Following the
resignation of RADM Pierce Johnson ‘66 as
the chapter trustee earlier this month, the
GWC board appointed me as the chapter’s
interim trustee on the Alumni Association
Board of Trustees (BoT). In accordance
with the Association bylaws, that
appointment was confirmed by the BoT on 20
April. Coincidentally, on that same date,
iaw GWC bylaws, I was elected at the May
luncheon as the chapter trustee to serve a
three year term. Accordingly, I was seated
as the chapter’s interim trustee for the
Spring BoT meeting on 28 April, and will
continue as the GWC regular trustee through
the Spring 2014 BOT meeting. The BOT
Chairman, ADM Steve Abbot ‘66, has
appointed me to the Membership and Alumni
Services Committee and the Joint
Compensation Committee.

As the GWC
trustee, I serve as the chapter’s
representative to the board, responsible
for communicating your views on matters of
interest to the alumni and for representing
the BoT’s deliberations and decisions to
the chapter membership. My commitment to
you is to serve faithfully in both roles as
a link between the chapter and the BoT. I
will work with the chapter Board of
Directors (BoD) to develop the chapter’s
position on issues as they may arise from
time to time and I encourage chapter
members to attend the monthly luncheons and
communicate your views to the board.

This will
constitute my first report to the chapter
following the bi-annual BoT meetings.
4.
There were no
significant decisions taken by the BoT
during the Spring meeting other than to
approve the budget (two year cycle) and to
delay certification of the Central Region
Trustee election results pending resolution
of a challenge to that outcome. Briefly,
the principal presentation and discussion
topics were:
a.
Staff
reorganization incident to the downsizing
(from 92 to 77 positions) occurring over
the last two years as a result of the
fiscal situation arising from the recession
and other factors. The sense is that the
leaner, reorganized staff continues to
provide the same, if not improved level of
service to alumni. Staff has developed a
strategic plan to coincide with the
Association’s Plan 2020 (see below).
b.
Plan 2020. Under
the chairmanship of VADM Bob Dunn ’51, a
new strategic plan has been developed for
the Association. The draft Plan 2020 is
designed to complement and support USNA’s
Strategic Plan 2020. The draft plan was
briefed to the board and the Chairman will
solicit comments and recommendations from
the board before submitting the Plan for
approval. This process is being
developed. The draft plan includes a
proposed revision to the Association’s
mission statement and eight broad
objectives. I encourage all GWC members
to read the plan once made available and
let the chapter board and me know your
thoughts.
c.
Enterprise
Operating Agreement. A committee under the
leadership of LtGen Jack Klimp ’68, has
prepared a revision to the original
Operating Agreement that defines the
relationship between the USNA Alumni
Association and the USNA Foundation. The
agreement is still under review by both the
Association and Foundation Boards.
d.
Financial. The
fiscal position of the Association, as well
as that of the Foundation, combined as the
Enterprise, is strong and the outlook
positive. The consolidated Enterprise
budget approved for FY 12 and FY 13 plans
total revenues of $12.4M and $12.7M
respectively; and $5.9M and $6.0M in
operational expenses respectively. The
FY12/13 Budget prepares for a capital
campaign supporting Plan 2020, maintains
alumni services, invests in IT,
communications, and human resources and
restores unrestricted support to USNA. The
investment portfolio has recovered well
from the recession with total portfolio
holdings of some $163.4M.
e.
Chapter and
Parent Club Participation. Staff, working
with the BoT, is exploring ways to increase
the number of parents as associate members
of the Alumni Association and to increase
chapter participation in Association
programs and activities.
f.
The Association
is also focusing more attention on programs
to honor alumni who are killed or wounded
in action. The Class of ’95 Run to Honor
is one such program.
5.
The GWC remains
the largest of the 99 active chapters of
the Alumni Association – the flagship
chapter. In order for us to retain this
distinction, I urge all alumni in the DC
Metro area to actively participate in
chapter activities – beginning with a
donation to support our Academy Awareness
Information programs, and extending to
regular participation in monthly luncheons,
networking events, and other social and
athletic events.
